Guardrails and Metal Railings: The Code Numbers That Decide the Design

Railings are the part of a project where taste and code collide hardest. A client picks a look from a photograph, and then four numbers decide how much of that look survives.

Here are the four numbers, what they mean in practice, and why the same railing detail passes on one job and fails on the next.

Number one: 30 inches, which decides whether you need a guard at all

A guard is required on an open-sided walking surface located more than 30 inches above the floor or grade below, measured at any point within 36 inches horizontally of the open edge.

Two things in that sentence catch people out.

The first is that it is measured to the grade below, not to the next step. A deck that is two feet above the patio may still be well over 30 inches above the yard it overlooks.

The second is the horizontal 36 inches. You measure the drop at any point within three feet of the edge, so a landing beside a slope is judged against the bottom of that slope, not against the flat ground next to it. On a hillside lot in Los Angeles that distinction changes the answer constantly.

Number two: 42 inches, which is taller than most people expect

Required guards at open-sided walking surfaces, including stairs, porches, balconies and landings, must be not less than 42 inches high, measured vertically from the adjacent walking surface or from the line connecting the stair nosings.

This is where the photograph usually dies. California requires 42 inches where the model code allows 36 for houses, and a lot of the low, horizontal, architectural railing you see in magazines is a 36 inch design photographed somewhere else.

The design still works here. It just has to be drawn at 42 inches from the start rather than discovered at inspection.

Number three: the 4 inch sphere

A required guard must not have openings, from the walking surface up to the required guard height, that allow a 4 inch sphere to pass.

The rule exists for one reason: a small child's body. It is why balusters sit close together, why cable railings need tension and close spacing to pass, and why a beautiful wide-gapped horizontal design is usually the one that gets rejected.

It also applies to the gap at the bottom and the gap at the ends, not just between balusters. Those two are the most commonly missed.

Number four: the 6 inch sphere at the stair triangle

The triangular opening at the open side of a stair, formed by the riser, the tread and the bottom rail of the guard, must not allow a 6 inch sphere to pass.

It is a separate rule with a separate number, and it applies to a specific geometry. If your guard's bottom rail runs parallel to the stair, this is the one that decides how close to the treads it has to sit.

Handrails are a different thing from guards

People use the words interchangeably. The code does not.

A guard stops you falling off the edge. A handrail is what your hand holds on a stair. A stair can need both, and they have different rules.

  • A handrail is required on at least one side of any flight with four or more risers

  • Handrail height is between 34 and 38 inches, measured vertically from the stair nosings

  • A handrail also has to be graspable, which is a shape requirement, not just a height one. A wide flat top rail is a guard, not a handrail

The common mistake on a metal stair is to build one beautiful top rail at 42 inches and call it finished. It satisfies the guard and does nothing for the handrail requirement.

Why this lands on railings specifically in Los Angeles right now

Guardrails are explicitly part of what gets inspected under California's balcony inspection laws. When an inspector works through the exterior elevated elements on an apartment building or a condominium under SB 721 and SB 326, the guard and its posts are on the list, and so is the waterproofing around wherever those posts penetrate the walking surface.

That is not a coincidence. Guardrail posts driven through a deck surface are one of the most reliable sources of water intrusion on a wood-framed balcony, and the failure shows up years later in the framing rather than at the post.

A railing replacement on an existing balcony is therefore rarely just a railing replacement. It is usually an opportunity to fix the detail that was going to rot the structure anyway, which is the cheap version of the problem described in a deck or balcony collapse: this is preventable.

Steel, aluminum, stainless and cable: what actually changes

Material choice affects cost and maintenance far more than it affects compliance. The numbers above apply regardless.

  • Mild steel, painted or powder coated. The most economical and the most weldable, and the one that needs the coating maintained, particularly within a few miles of the coast

  • Galvanized then painted. More up front, considerably less over twenty years on an exterior railing

  • Aluminum. Lighter, no rust, but joints and connections need designing rather than improvising, and it moves more with temperature

  • Stainless. Expensive, and worth it in a marine environment or where the finish is the point

  • Cable infill. Popular, and the one most often rejected. Cables stretch, and a system that passes the 4 inch sphere test on the day it is installed can fail it later without the right posts, spacing and tensioning

Permits, and why the anchor matters more than the rail

A railing on a structure is part of that structure. Replacing a guard on a balcony, a stair or a raised deck is generally permitted work, and it is inspected.

The inspection is rarely about the rail. It is about the connection: what the posts are anchored to, whether that member can take the load, and whether the anchorage was detailed or improvised.

A guard has to resist a real load applied at the top. That load arrives at the post base and then at whatever the post is bolted to. If that is a rotted rim joist or a thin concrete edge, the railing above it is decoration.

This is the reason railing work sits with a general building contractor rather than with a welder alone. Someone has to be responsible for what is behind the wall and under the deck, not just for the part you can see.

Common questions

My railing is 36 inches. Do I have to change it?

An existing legal railing is generally allowed to stay until the work triggers an upgrade. Replacing it, or rebuilding the surface it sits on, usually triggers current code. That is why a balcony repair so often comes with a new guard.

Can I do a horizontal cable design?

Yes, with the right posts, spacing and tension, and with the intermediate supports that keep it passing the sphere test in five years rather than only on day one. It is a design-and-detail question, not a yes or no.

Does a low garden wall need a guard on top?

It depends entirely on what is on the other side and how far down it is. The 30 inch and 36 inch measurements answer this, not the wall itself.
